Catalogue Description
Durham County Careers Service and ConnexionsDurham County Council has a long history of offering careers information and advice to young people.
The service was originally called the Youth Employment Service and later the Careers Service. Both services were part of the Durham County Council Education Department.
In 1974, the provision of careers advice became a statutory duty for Local Education Authorities. The Careers Service reported to the Careers Service Panel of Durham County Council.
In the 1990s the funding for the Careers Service was a ring-fenced grant from the Department of Education of H.M. Government.
In 1995 the statutory duty to provide a careers service was taken from L.E.A.s and given to the Department of Education of H.M. Government.
In 1995, also, the contract to deliver the service in each county was subject to competitive tendering. In Durham, Durham County Council, the County Durham Training and Enterprise Council and other agencies put forward a tender which was accepted. The Careers Service after 1995 was run by a Management Board which included representatives of all the agencies involved. Among these, were Durham County Councillors and officers of Durham County Council. Chairmanship of the Board alternated between the County Council and the TEC. Durham County Council acted as the employer of the members of staff of the Careers Service.
Changes were made to the membership of the Board as a result of the County Durham Training and Enterprise Council becoming County Durham Learning and Skills Council and as a result of Darlington Borough Council becoming a unitary authority, no longer part of County Durham, in 1997.
From 2001, the Careers Service for Darlington was provided by Future Steps, which operated across the Tees Valley Learning & Skills Council area.
In 2002, Connexions was established as a national strategy. Local partnerships were established to deliver the Connexions service in each area covered by a Learning and Skills Council. Connexions was funded by the Department of Education and Skills of H.M. Government.
Connexions in County Durham has Durham County Council as the lead partner and the County Council employs the staff of Connexions. The service is overseen by a Partnership Management Board comprising representatives from the partners and with an independent Chair recruited via external advertisement.
In 2005-2006 Connexions delivered its service through five Local Areas. It provided information, advice, guidance and personal support on a wide range of issues to young people aged from 13 to 19 years of age (to 25 years of age if the young people have Learning Difficulties or Disabilities).
