An independent body, separate to Durham Constabulary, it had a statutory role to ensure effective and efficient policing, meeting the needs of the communities of County Durham and Darlington, and to reduce crime and disorder. It consisted of 17 members as prescribed under Section 3 of the Police Act 1996.
9 members were councillors appointed by Durham County Council and Darlington Borough Council.
8 members were independent, local people appointed by a recruitment process and including a serving magistrate.
Under the Police Reform and Social Responsibility Act 2011, Durham Police Authority ceased to exist and was replaced by an elected Police and Crime Commissioner (PCC) on 22 November 2012, following elections held on 15 November 2012. The Authority held its final meeting on 26 October 2012.
