Spennymoor developed, largely through 19th century coal mining, from parts of Tudhoe (Brancepeth parish / Durham Poor Law Union), Whitworth (Auckland Poor Law Union), Merrington and Ferryhill (Merrington parish / Sedgefield Poor Law Union). It included Whitworth, Tudhoe Moor, Tudhoe Grange, Low Spennymoor/Mount Pleasant, Merrington Lane, and, later, Middlestone Moor; the parish of Spennymoor St Paul was created in 1875.
