From 1834 the Weardale Poor Law Union was responsible for poor law provision in the area covered by the parishes of Stanhope (including St. John's Chapel), Wolsingham, and Edmundbyers.
In 1846, the union also became the rural sanitary authority, lasting until 1875.
In 1862, the Guardians of the union gained responsibility for rating valuation/assessment. This devolved, in 1925, to Weardale Rural District Council and the Urban District Councils of Stanhope and Tow Law.
In 1930, responsibility for Public Assistance was transferred to Durham County Council.
