Joseph Dodds was born, near Winston, on 10 October 1819. He was employed in the offices of Bayley and Newby, solicitors, of Stockton, and qualified as a solicitor. By 1851 he had established his own practice. By 1852 he had been elected to Stockton Town Council and in 1857 he was Mayor of Stockton. In 1858 he became Chief Clerk to the Tees Conservancy Commissioners and was, at other times, Clerk to the Stockton Local Board and Clerk to the Stockton and Hartlepool Highways Board. He was also connected with the iron industry: with the firm of Stevenson, Jaques and Company (Acklam Ironworks) in 1864, and with the Darlington Ironworks. In 1872 he was chairman of the North Yorkshire Ironworks, funded the Tees Bridge Ironworks, was a large shareholder in the Bowesfield Ironworks and the Stockton Forge.
Dodds had interests in coal mining at Bearpark, Mainsforth and Hutton Henry. In 1868 he became Member of Parliament for the new constituency of Stockton-on-Tees. He resigned the seat in 1888.
In 1889 he was struck off the list of solicitors for fraud. He died on 12 December 1891. He had married in 1847 and had three daughters and three sons, the eldest of whom, Matthew Bowser Dodds, became Town Clerk of Stockton.
