The Church of England Institute was founded in 1859 by the Rev. T. W. Minton, of Holy Trinity Parish. It had about 300 members and 1,000 volumes in 1862, when Spencer described it as meeting in the Allan Buildings at the east end of Houndgate. In 1887 it moved to 39 Northgate where classes were held for the working men of the north end of the town. The Institute closed in 1890.
