Catalogue Description

The Elementary Education (School Attendance) Act (1893) Amendment Act 1899 increased the scope of compulsory education from children aged five to those aged twelve. From April 1900 the law allowed, but did not make compulsory, higher elementary schools for pupils aged ten to fifteen. Local education authorities (LEAs) were created by the Education Act 1902. The Education Act 1918 made in compulsory for LEAs to provide secondary education for children aged up to fourteen. Some secondary schools were created but in practice most children remained at their elementary school until fourteen. The Education Act 1944 raised the school-leaving age to fifteen and introduced the 'eleven plus'. At age eleven children would sit an examination with those successful going on to secondary education at selective grammar schools, the remainder to secondary education at secondary modern or technical schools. The examination usually comprised three papers in: English; arithmetic and general problem solving. Each LEA had its own system for examining and its own examination papers.
