The Federation was established in 1921 to provide support for the Moderate group in local politics, thereby providing a counter-balance to the dominance of the Labour party on the County Council and many District Councils. The Federation supported Moderate group candidates in local elections, provided a secretariat for Moderate Party councillors on the County Council as well as advice and monetary grants and aimed to serve ratepayers by drawing attention to excessive expenditure and uneconomic schemes. It urged the improvement of administration within the County and made efforts to ensure that the ratepayers' money was well spent. The Federation ceased to exist in 1972.
